How Estonia Is Shaping a Blueprint for Mobility Innovation Procurement

Estonia is emerging as a leading example in Europe for advancing innovation procurement in urban mobility. In collaboration with EIT Urban Mobility, Estonian Business School and Estonian Cleantech Association have developed a practical framework to help cities adopt innovative mobility solutions more effectively.
From barriers to actionable tools
Public sector organisations often face challenges when procuring innovation — ranging from limited expertise to risk aversion. To address this, stakeholders across sectors came together in a series of workshops to identify key obstacles and co-create solutions.
The outcome is a tangible “blueprint” that includes practical tools, stakeholder insights, and clear recommendations for implementing innovation procurement in cities.
The role of EBS
Estonian Business School played a key role in designing the co-creation process and facilitating stakeholders from academia, business and the public sector to help translate knowledge into actionable frameworks that cities can apply in practice.
A model for Europe
Estonia’s experience demonstrates how smaller, agile countries can lead systemic change. By strengthening collaboration and building procurement capabilities, cities can accelerate the adoption of sustainable mobility solutions and scale these practices across Europe.

How do we prepare students to operate in an AI-influenced business environment?
EBS students gain practical learning experience through real-world projects, close collaboration with entrepreneurs, and entrepreneurship and development projects integrated into the curriculum. The study process is designed so that students do not only acquire knowledge, but also develop practical skills in validating ideas, building business models, and bringing solutions to market. Dedicated development programmes support them through the key stages of entrepreneurship, providing structure and guidance from initial ideas to working solutions.
An important role is also played by the EBS TooEarly venture studio, where ideas are developed into practical outcomes — validated products, pilot projects, and investment-ready ventures. Students are supported through mentoring, rapid prototyping, early-stage funding, workspace, and access to markets.
As highlighted by Rector Meelis Kitsing, the future of business education lies in the skillful combination of entrepreneurial thinking and artificial intelligence. This means not only understanding new technologies, but also applying them in innovation, decision-making, and venture creation — an approach that is increasingly shaping modern business education.
