Residence permit and health insurance
Rights of residence for students from EU
As an EU citizen students have the right to stay in Estonia on the basis of a valid travel document or identity card for the period of up to 90 days. After the 90 days the student has to register their living place (Population Register in Tallinn) and apply for Estonian ID card (Estonian Police and Border Guard Board).
Rights of residence for students outside EU
If you are a non-EU student, who does not need a visa to enter Estonia and you are staying in Estonia for more than 90 days, then you have to apply for the long-term visa (D-visa). We advise obtaining the visa before arrival in Estonia even if you can enter Estonia without a visa, because it is not in accordance with the laws and regulations of visa-free travelling and it may cause problems when reaching the first Schengen area country.

If you are a citizen of an EU-country and have a certificate about European medical insurance, you can get free medical service for medical emergencies and health problems which occur during your stay in Estonia. In other situations you have to pay for medical services yourself.
Students who have applied for the temporary residence permit need to sign a health insurance contract within 2 months after their arrival to Estonia.
